If this means the initial agency fee's to do credit checks etc - this is average. There are contract renewal fees, once you moved in the property and when the first contract expire (12th month). which I have not seen in other contracts from my previous experiences. Relating to this, the contracts itself does not go onto rolling contract after the first 12th months and have to sign for another 12 months, seems quite inflexible. (But there is a 2 months notice, to leave during the contract - it means, unlike rolling contracts, you have to plan a lot better should you need to leave).
