If the landlord is not agreeing with the offer put forward by the prospective client, immediately refund the holding deposit without any drama. At least show a fraction of interest in refunding the money back; not just collecting money

The agents are fine. It's not in their power, but in the business model and strategy which the top executives have put into place. The agents are only carrying out the work of the larger plan of the people above them.
