I am pretty sure the agent the letting the property to the council for much more than he was giving me and pocketing any differences after management fees.

I gave my property to this estate agent. Like the review above he did not take care of my property, even though our contract said that he would check it every three months. It took him nearly two years to evict the tenant because she had not paid him rent. He kept her in the house and tried to deduct the money she owed him from my guaranteed rent by saying that he had sent people to repair the property. He had no receipts for these repairs.
