Felbridge Court is a block of 1960s built block of 36 flats in Harlington, UB3 5EP. It is managed by Melville & Co. of East Molesey. The freeholder is a director. Also one Derick Zabban is a director and is their surveyor of long standing. They proclaim to be experts in party wall issues.
However one flat no. 3 has been leaking water from its bathroom for at least the last 6 months, likely longer. The water has made the party wall damp and the water has now permeated into the adjacent flat 4 making the living room carpet sodden. This issue has been raised with Melville & Co. - the managing agents - numerous times. All emails with images have been routinely ignored. The 'manager' of Felbridge Court persists in claiming that flat 3 and flat 4 are on the top floor (they are both on the ground floor), &/or that flat 3 is above flat 4. APPARENTLY SHE HAS NEVER EVER VISITED THE PROPERTY.
The issue has now been raised using Melville's & Co.'s formal "Complaints Handling Process" - which we believe was unethically and unprofessionally intercepted, and responded to by office staff who got the details completely wrong.
On various websites it is proudly proclaimed that Melville & Co. and its RICS qualified surveyor are experts at party wall issues. So we leaseholders are wondering why the situation has been allowed to continue for so long at Felbridge Court.
The letting agents for flat 3 - Charrison Davis - have also promised action but nothing has eventuated to date.
Another flat 11 is also leaking raw human waste from the bathroom toilet, again nothing is being done.
Meanwhile the water leaks from flat 3 continue and have now seeped through the party wall into flat 4's bedroom. The carpet in flat 4 - next to the party wall - is now well saturated. The photos taken this morning show the VERY wet carpet in flat 4 lifted up to show the mold underneath.
Bearing in mind that some flats in the block also suffer from toxic black mold, are damp, and expensive to heat, such water ingress is very serious.
IT IS ALSO AGAINST THE TERMS OF THE LEASE for water to permeate through a party wall into another flat.
It is evident that the elderly leaseholder of flat 4 - who is not well at all - is stressed out by this issue especially being ignored by Melville & Co. and Charrison Davis staff. Indeed it appears that leaseholders and tenants of Felbridge Court are held in complete and arrogant disdain by the freeholder, staff of the managing agents, and the letting agents of flat 3.
