Before returning my deposit CPS Homes requested my council tax number so that they could "check online" that council tax for the property had been paid.
I suspected that CPS were using the council tax portal to secretly access the personal council tax data of tenants. When logging into this portal ones council tax number and postcode basically act as a username and password. On this portal it states prominently "WARNING - you must not access this facility unless you are the council tax account holder which means that you are named on the council tax bill. To proceed without such authority is not permitted and you may also commit a criminal offence".
I raised my concerns with the Information Commissioner's Office (ICO) and CPS were subsequently investigated. This investigation found that CPS were secretly accessing the personal council tax data of tenants; this was a standard practice in the organization. The ICO instructed CPS to respect privacy boundaries and stop the practice.
